Shamukuni ambushes Tshekedi

The adage that ‘saving the best for the last’ could best describe the ever quiet MP for Chobe, Machana Shamukuni after he ambushed the Minister of Environment, Wildlife and Tourism Tshekedi Khama on Thursday with an urgent motion. Shamukuni, who hardly contributes in the National Assembly, invoked parliamentary Standing Order 51.1 and asked Parliament to request government to suspend with immediate effect the enforcement of the Fish Protection Regulations of 2016. His reasons for bringing the motion was that Minister Khama did not consult the affected communities before putting the regulations into effect. He said that the 2016 regulations were outrageous as the commercial fishing licence fee was increased from P200 to P500 with validity reduced from three years to 10 months. Another concern for Shamukuni was the reduction of the mounted gill net length from 150 metres as per the 2008 fishing regulations to only 25 metres in the 2016 regulations. “This will have the effect of reducing catch size and hence render most fishing businesses barely viable and will throw many into poverty and worse still, back to government safety nets,” reasoning the Chobe MP.
