PPADB wins Jamali appeal
The Court of Appeal has thrown back the adjudication of a tender for office space by the Ministry of Finance and Development Planning to PPADB after the latter awarded the tender to Zambezi Motors-owned by business moghul Ishmael Nshakazhogwe. The Ministry of Finance and Development Planning and PPADB had appealed a decision by High Court Judge Dr Zein Kebonang, who last July made a decision to cancel the award to Zambezi Motors and give the contract to Varsha Enterprises - owned by property magnate Sayed Jamali. The legal tussle is for an over P80 million tender for office accommodation for the Accountant General. Kebonang ordered corruption busters from DCEC to investigate senior officials of the Ministry of Finance and Development Planning, including Deputy Permanent Secretary Jacob Momene. Justice Kebonang made the conclusion when delivering judgment against the Public Procurement and Asset Disposal Board’s (PPADP) decision to award the tender to Zambezi Motors against Jamali’s Varsha Enterprises. The judge concluded that the PPADB had unfairly granted the five-year rental deal while rejecting the more qualified Varsha Enterprises.
